Job Summary:

We are looking for an experienced and hands-on Assistant Director, Office & Facilities Management & Infrastruture to lead the integrated Office & Facilities Management (OFM) and Infrastructure functions.This newly created leadership role reports to the Group Head, Technology, Infrastructure & Digitalisation and provides overall accountability for the technology infrastructure and workplace environment across TOUCH's offices and service centres.You will lead both the Infrastructure and OFM teams, ensuring our IT systems, facilities and workplace services remain secure, reliable, compliant and future-ready.
Principal Responsibilities and Duties: .
- Lead the overall delivery of IT infrastructure services, including cloud platforms, servers, networks, endpoints, telephony and backup services.
- Drive the modernisation of Microsoft 365, Azure, Entra ID, Intune and enterprise networking across the organisation.
- Partner with the cybersecurity function to strengthen infrastructure security, vulnerability remediation, access governance and compliance with PDPA and CSA Cyber Essentials.
- Oversee the operation and maintenance of offices and centres, ensuring facilities are safe, functional and well maintained.
- Ensure compliance with statutory and regulatory requirements, including fire safety, Workplace Safety & Health (WSH), licensing and inspections.Lead Business Continuity Planning (BCP) and IT Disaster Recovery (DR), including annual reviews, testing and incident response.
- Manage vendors, contractors and service providers across both technology and facilities, ensuring strong service delivery and value for money.
- Develop and manage operating and capital budgets while identifying opportunities to optimise costs.
- Lead, coach and develop both the Infrastructure and OFM teams, fostering a culture of ownership, collaboration and continuous improvement.
- Maintain robust asset management, documentation, standard operating procedures and lifecycle planning.
- Partner with stakeholders across the organisation to deliver practical technology and workplace solutions.
- Develop and execute the long-term roadmap for infrastructure and workplace services to support TOUCH's growing organisational needs.
Essential Qualifications:
- Bachelor's Degree in Information Technology, Computer Science, Engineering, Facilities or Building Management, or a related discipline. Equivalent relevant experience will also be considered.
- Professional certifications such as Microsoft Azure/Microsoft 365, ITIL, PMP, CISSP, CISM or facilities-related certifications will be advantageous.
- Familiarity with PDPA, CSA Cyber Essentials/Cyber Trust or similar governance frameworks is an advantage.
Core Competencies Skills & Attributes:
- At least 12 years' experience in IT infrastructure and operations, with 5 years or more in a leadership role managing teams, budgets and vendors.
- Proven experience managing enterprise Microsoft technologies such as Microsoft 365, Azure, Entra ID, Intune, virtualisation, backup and recovery, and enterprise networking.
- Demonstrated success leading infrastructure transformation projects, such as cloud migration, endpoint modernisation or network refresh initiatives.
- Working knowledge of cybersecurity best practices, including identity and access management, MFA, vulnerability management and endpoint security.
- Experience supporting multiple sites or geographically dispersed operations.
- Strong vendor, contract and procurement management experience.
- Excellent leadership, stakeholder management and communication skills.
- A structured and disciplined approach to documentation, governance and operational excellence.
- High integrity, sound judgement and the ability to remain calm during operational incidents.
